This move to have website owners pay more money for ssl certificates is ABSOLUTELY not necessary unless they are accepting payments ON their website NOT redirecting payments to a secure site. SSL Certificates are small data files that digitally bind a cryptographic key to an organization's details. When installed on a web server, it activates the padlock and the https protocol and allows secure connections from a web server to a browser. This move was started by the all powerful Google (or they seem to think they are) and some of the other internet browsers such as Firefox are picking up Google's breadcrumbs.
